Neighbors from Hell

                                   1st November 2021

Hay Folks,

 

So you want a story about neighbors? Well, I got one for you. I was ten, my parents where divorced, my mother had just died. I was living in my mother’s house with my two older siblings. My sister was twelve, and my mentally ill brother was fourteen. From Friday night to Monday morning I had a parent, but on Monday my father would leave for work and spend the week with his wife.

 

With the head of the neighborhood watch living across the street no one called the police. This went on until I grew out of it. I’m forty one now and still live in the same house.

 

Now, the folks next door gave a lot of trouble to my mentally ill brother. He is very susceptible to sound, and they would thump their music all the time and have these late night parties with kids drinking. They would leave beer bottles all over my lawn. One time, around one thirty in the morning, my brother lost it and ran into their house and smashed their record player.

 

In a form of retaliation they shot one of my cats in the eye with a pellet gun. Then I had my other neighbor across the street who very likely killed at least four of my cats and my two dogs. He was connected with law enforcement so he got off with it, but you would think he, having ignored the child abuse I suffered, would have been falling all over himself to make it up to me.

 

Yeah, I got the neighbors from hell. There are days even I have trouble believing what kind of people they are. Then again, I’m an educated man. If you know much about history you would know that people can be evil, so why should the folks on my street be any different?

Requirements of the Law

It is believe that the suspect in this case killed this
animal by cracking his skull in a vice. 
9th January 2018

Dear County of Los Angeles Department of Animal Care and Control,

This letter is being sent with Check 1020, and I will have proof of your receiving it when the check clears with my bank. You may consider this a payment under duress as your organization has failed to provide me with an investigation in good faith which is a requirement of the law. 

Last year I reported to your organization that one of my neighbors had admitted to shooting cats in his back yard with a 22 caliber rifle. Whereas this activity was limited to feral animals I reported him when I learned that he was responsible for the death of one of my animals. I now believe this man to be responsible for the death of as many as six animals belonging to myself, 4 cats and 2 dogs.

The complained was investigated by Officer Armando Ferrufino who on concluding his investigation asked for a favor on behalf of the suspect proving that his investigation had been biased and therefore unacceptable in the eyes of the law. I have since obtained a copy of Officer Ferrufino’s report there are discrepancies between this report and a proper investigation.


Firstly, the letter I used to report the crime was missing from the report. This is destruction of evidence. Second, nowhere in this report does it state that Officer Ferrufino asked the suspect if he owned a 22 caliber rifle or if he had committed the crime in question. I informed Officer Ferrufino that I had photographs of my animal’s injuries and he did not request to see them or note this in his report.

Your organization has willfully refused to render me a lawful investigation, and you’re expecting me to pay for a service you refuse to provide is unlawful. Officer Ferrufino appears to feel that aggravated animal abuse is not a crime worthy of his time. It is not Officer Ferrufino or County of Los Angeles Animal Care and Control that determine what is and is not a crime. The people of the state of California make that determination and your organization is paid to enforce the will of the people.

I expect an investigation consistent with the requirements of the law,

This is a letter from County of Los Angeles Animal Care and Control. Note that they say there is no evidence the suspect killed my animals. The suspect in this case admitted to killing cats but never admitted to killing my cats.

Dirty Animal Control Officer

Fur fount after the disappearance of one of my animals, a cat named Cheshire, believe to have been torn from her by the suspect.
Friends and Neighbors, this as a review I wrote regarding the Downy Office of County of Los Angeles Animal Care and Control. I posted this both on Yelp and FaceBook but the Yelp review appears to have been taken down.  

The law entitles me to an unbiased investigation. They have yet to conduct such and investigation. Here is my Review:


Officer Armando Ferrufino(Badge number 60) investigated my report of animal abuse. I reported in writing that my neighbor confessed to killing cats with a twenty two caliber rifle and burying them under his rose bushes.

After the investigation Officer Ferrufino had the nerve to ask me for a favor on behalf of my cat killing neighbor. My neighbor wanted some stuff he left on my property back. I have four dead cats and one with over two thousand dollars in medical bills.

Hay, Armando, investigations are supposed to be confidential and you can ask that man to pay for what he did to my cats!

This is swift. I believe her to be the first animal belonging to me that the suspect destroyed. At the time I owned one cat and one dog.  
This is Pork Chop. He was found by a neighbor, and I took him in. The suspect forbid me from having this animal registered and told me that I could not keep him. The suspect was known to feed this animal biscuits that he would not let my other dog eat. Pork Chop died shortly after. As the suspect worked in a hospital for thirty years he would have had access to chemicals that could have killed my dog. 
This is Hyde. The suspect was friendly with this animal and even entered photographs he took of the cat in a contest at the VA Hospital in Long Beach. This was the third of my animals that I believe to have been killed by the suspect. 
This is Shannon but the suspect called her "Mamma Cat". She was  a feral cat, but the suspect stated that he had been feeding this animal. One day I found her an a kitten in my house. The kitten had been wounded with a pellet gun. I believe the suspect to have killed this animal as well as most of a litter of kitten she had been seen with. 

This is Ire she was found in my living room and believed to be the kitten of Shannon. She had a wound through her paw that looked like it had been made by a pellet gun. Months later after I had her registered, chipped, and fixed she was shot a second time in the right eye. I informed the suspects spouse and the next time I saw the suspect he came running up to me stating that my cat had not been shot in the eye. I had never accused him. 
This is Cheshire. The suspect insisted she was killed by coyotes and knew exactly where she had been last I saw her. I believe he killed this animal, who was friendly with him, and tor out her fur to make it look like an animal attack. I've seen coyotes attack cats. For that much fur to be left behind I would have heard the animals fighting. Further, that was no way he could have been that sure she was killed by a coyote unless he had seen it himself.    
This is Bob Denver. The suspect knew he had a broken skull without being told. I consulted a man with three years experience as a detective with law enforcement. After hearing my statement he concluded that the suspect either was responsible or was connected with the party responsible for killing my animal.  
After Officer Ferrufino stated that he had concluded my case and found no evidence he tried to convince me that coyotes had killed my animals. How a coyote could have cracked my cats skull and left him in the street for me to find is beyond me.

I requested a copy of his report and found that Officer Ferrufino had omitted my report from his file, failed to properly record my statements, and made no attempt to learn if the suspect owned the twenty two caliber rifle that he stated he had used to kill cats. 

There is no indication that Officer Ferrufino even asked the suspect if he owned a pellet gun that could have caused Ire's wounds or for that matter asked about any firearm or pellet gun. 

I pay animal registration, and I have a right to a proper investigation.

Ire and the Bad Neighbors

Dear Cassi,
       
I have named the kitten Ire for her early temperament thou I must admit she has become rather playful and well behaved in the last few days. She has spent much time on my shoulder even sitting quietly as I filmed a video.
       
Ire’s testament to the poor nature of my neighbors has become more pronounced as she takes on proper nutrition. The wound on her right front paw nearly cuts her foot clean in two, and I can clearly see the shreds of flesh that make the exit wound between her toes.

She stumbles on the foot every now and then but acts as if this is a bother rather than a true wound. I spoke to the man across the street, and he insists it was an animal attack, but that would have led to infection and how would it have an entry and exit?

That fellow has confided in me that he has a stray cat buried under every rose bush and that he “discouraged” these animals with a pellet gun before finishing them off with a .22 caliber rifle.  I guess you could say I live amongst monsters, but I’ve known that since I was in my 20s.

I would remind you that in 1990 my mother died, and Yule, the old man who calls himself my parent, never took it on himself to live with and look after his children. I didn’t think of it at the time but leaving a ten year old in the care of a 14 year old mental patient can’t be legal.

Should it be legal for the neighbors to ignore this condition? Surely they noticed that there wasn’t a car in that driveway five nights a week. Further, how old should I have been before this ceased to be child abuse? Should I look at all that lived around me when I was 14 as guilty of this criminal negligence?  I can’t answer these questions, but then I have a kitten to look after.
